“Any new positions established in Item 63 of this act for Clerks of the Circuit Court shall be allocated by the Compensation Board to Clerks in cities with a provisional 2003 population of between 400,000 and 1,000,000, as determined by the Weldon Cooper Center for Public Service, upon request of the Clerk of Circuit Court in accordance with staffing standards and ranking methodologies approved by the Compensation Board that rank Clerk of Circuit Court offices in order of percent of need, where percent of need is determined by the number of additional positions due based only on deeds workload divided by the current staffing level.”


Explanation
(This amendment provides additional general fund support to the Compensation Board for additional Circuit Court Clerk positions in those localities with populations in excess of 400,000. The positions will be allocated on the basis of deed recordation workload. It is the intent of the General Assembly that those technical changes necessary to implement the intent of this amendment shall be made to the position table in Item 63 of this act during enrolling.)
