"B.1.  The Secretaries of Administration and Transportation, Director of General Services and Commissioner of Transportation shall work with all state agencies and institutions maintaining vehicles to develop statewide fleet management policies and procedures for passenger and non-passenger vehicles.  These statewide fleet management policies and procedures shall address the purchase, assignment, use and maintenance of agency owned vehicles.  The Centralized Fleet Administrator shall also assist these agencies and institutions in developing and maintaining standard definitions and guidelines for passenger and non-passenger vehicles, with due consideration given to the following: commuting, sport utility vehicles and pick-up trucks.

2.  In addition to developing statewide fleet management policies and procedures, the Secretaries of Administration and Transportation, Director of General Services, Commissioner of Transportation and the Chief Information Officer shall work with all state agencies and institutions to either acquire or develop a fleet management system that will meet these objectives by July 1, 2006.  The fleet management system should be sufficient to measure and monitor the efficiency of the Commonwealth’s vehicles throughout all state agencies and institutions and gather information on vehicle assignment, utilization and maintenance.  This system should meet the needs of all fleet sizes and types.  Applications and components should include work order process, equipment, fuel, parts and financial management reporting, and shall allow and support system use by multiple users.  The system should allow the Director of General Services, Commissioner of Transportation and fleet managers to access and update equipment records, work orders, parts inventory, preventive maintenance schedules, standard reports for vehicle utilization, including cost and quantities, for each vehicle in the fleet.  
3.  The Secretaries of Administration and Transportation shall report on their progress to complete the statewide fleet management policies and procedures by December 1, 2005 to the House Appropriation and Senate Finance Committees.  In this report, the Secretaries of Administration and Transportation and Chief Information Officer shall report their progress on acquiring or developing a fleet management system.  Should such acquisition or development require additional funding, the report will include an itemized listing of costs and available funding for the system and what affect these needs will have on having a system by July 1, 2006."


Explanation
(This amendment requires the Secretaries of Administration and Transportation, the Director of the Department of General Services, and the State Transportation Commissioner to develop policies and procedures for governing the purchase, assignment, use, and maintenance of all state-owned vehicles. As a component of this initiative, a computerized fleet management system is to be purchased or developed by July 1, 2006. These officials shall report on their progress in developing policies and procedures and the purchase or development a computerized fleet management system by December 1, 2005. This report should indicate whether additional resources would be needed for the computerized system and itemize any such costs.)
