Explanation(This amendment provides $75,000 from the general fund in the second year to Belle Grove Plantation to support the facility's educational programs, exhibits, and children's summer history camp. Belle Grove Plantation is a unique limestone mansion, which was originally built in 1797 by Major Isaac Hite, Jr., a prominent Revolutionary War veteran, and his wife, Nelly Conway Madison, the sister of James Madison. Listed on both the National and Virginia Registers of Historic Landmarks, the 283-acre plantation serves as the centerpiece and main visitor center of the new "Cedar Creek and Belle Grove National Historical Park." This national historical park is already bringing thousands of new travelers into the Shenandoah Valley region. While Belle Grove is a self-supporting operation, the facility has been tasked by the National Park Service for the provision of visitor services for the new park until a National Park Service visitor center is constructed, which may require as much as 10 years.)
