"Out of the amounts for Financial Assistance for Cultural and Artistic Affairs, $10,000 the second year for Virginia War Museum Foundation to support the improvement of the Young's Mill site."

(This amendment provides $10,000 the second year to support the site improvement of an 19th century antebellum gristmill that was owned by William Garrow Young, the wealthiest man in Warwick County at that time. The site was used as a Confederate campground in 1861 and has earthworks dating to that time.)
