Explanation
(This amendment provides $2.0 million from the general fund the second year for VDOT to develop and expand commuter parking on five additional acres of land at State Route 234 and I-95 in Dumfries. Prince William County is home to Virginia's largest commuter lot, located at Horner Road and I-95. It was constructed only recently, and yet, it is at over 110 percent capacity on a daily basis. Increasingly, commuters from Stafford, Fredericksburg and points south are driving to Prince William and taking advantage of the ride-share (slug or carpooling) and public transportation programs in place. That, combined with high residential growth, has led to a major shortage in commuter parking on the eastern side of Prince William, which is becoming a disincentive for these commuting options. At Route 234 and I-95 in Dumfries is located an existing yet small VDOT commuter lot. It too fills up beyond capacity on a daily basis, but where this lot is located, VDOT owns an additional five acres of land, ready and able to be developed into expanded commuter parking.)
