Explanation
(This amendment is necessary to cover the increased costs for tuition and fees that resulted with Commonwealth Colleges and Universities passed this cost to the Virginia National Guard Soldiers. This funding would continue a highly successful program that rewards soldiers for recruiting new enlistees. Also the request would fund a retirement incentive that would be available to Guard members that remain in the Guard for at least twenty years.)
