Out of the amounts appropriated for Wetlands and Bottomlands Management, $500,000 from the general fund in the second year is provided to the City of Petersburg for its share of the costs of an Army Corps of Engineers project dredging the Appomattox River from Petersburg to its confluence with the James River near Hopewell. The amount provided to the City of Petersburg shall use its share of the engineering, design, and permitting costs for this project."
Explanation
(This amendment provides $500,000 from the general fund in the second year to the City of Petersburg for its share of the costs of an Army Corps of Engineers-sponsored project to dredge the Appomattox River. This project has a number of partners, including the City of Petersburg, the Army Corps of Engineers, the Cameron Foundation, a non-profit organization, and Vulcan Materials, a private company. Due to contaminated sediments found in the Appomattox River, early efforts to dredge this waterway were suspended, resulting in even further siltation of the channel. The City of Petersburg has spent to date $1.7 million on various aspects of this project, including the location of a suitable site for dredge spoils. Vulcan Materials is willing to sell the selected site to the city for a discounted price and the Cameron Foundation has agreed to provide $1.5 million for the site's acquisition. To date, the Army Corps of Engineers has spent $7.5 million to further this project, and once final project engineering, design, and permitting are complete, will spend an additional $10 million for dredging and construction of the spoils placement site.)
