Page 581, strike lines 1-6 and insert:
"2.  The Director of General Services and Commissioner of Transportation shall maintain a fleet management system sufficient to measure and monitor the efficiency of the Commonwealth’s vehicles throughout all state agencies and institutions and gather information on vehicle assignment, utilization and maintenance.  This fleet management system should meet the needs of all fleet sizes and types.  Applications and components should include work order process, equipment, fuel, parts and financial management reporting, and shall allow and support system use by multiple users.  The system should allow the Director of General Services, Commissioner of Transportation and fleet managers to access and update equipment records, work orders, parts inventory, preventive maintenance schedules, standard reports for vehicle utilization, including cost and quantities, for each vehicle in the fleet."


Explanation
(This amendment requires the Director of the Department of General Services and the State Transportation Commissioner to maintain a computerized vehicle fleet management system that is capable of servicing all state agencies' vehicle fleets regardless of size of vehicle type. In addition, the amendment eliminates a vehicle purchase exemption previously granted to institutions of higher education. All vehicle purchases would again be subject to approval by the Director of the Department of General Services.)
