Explanation
(This amendment provides additional general fund support and positions to the Department of Historic Resources (DHR) for the maintenance of its historic resource data-sharing system. This system was originally built in 1995 using grants from and partnerships with the National Park Service, the Army Corps of Engineers, the College of William and Mary, and the Virginia Department of Transportation. The goal of the data-sharing system was to put information about Virginia's historic resources at the fingertips of highway engineers, the Corps of Engineers, local governments, and other key agencies so as to ensure that some consideration was given to these structures as projects were implemented. All told, the system represented a state and federal investment of more than $1 million. However, DHR was to maintain and update the system with additional historic properties as they were indentified. Currently, the agency must rely upon part-time staff to fulfill this responsibility. This reliance upon part-time staff ignores the need for understanding technology, architecture, and archaeology necessary to provide the best information engineers and local planners.)
