"H.  Out of the amounts appropriated for Construction Assistance Loans and Grants, $10,000,000 in the second year from the general fund shall be deposited to the Combined Sewer Overflow Matching Fund established pursuant to § 62.1-241.12, Code of Virginia.  From the fund's proceeds, grants in the amount of $5,000,000 shall be provided to both the City of Lynchburg and the City of Richmond to assist those cities with the completion of their combined sewer overflow projects."


Explanation
(This amendment provides $10.0 million from the general fund in the second year for deposit to the Combined Sewer Overflow Matching Fund. The fund's proceeds will be used to provide $5.0 million in grants to the cities of Lynchburg and Richmond for use in completing those two cities' combined sewer overflow projects. The two cities were required to initiate these projects by the U.S. Environmental Protection Agency. Since the projects' inception during the 1990s, each city has spent considerable resources to address federal requirements -- the City of Richmond has spent $250.0 million and the City of Lynchburg has spent $89.0 million These two cities also now have the highest sewer charges in Virginia. Providing additional state dollars to these projects may encourage the federal government to contribute more assistance to the projects as well.)
