"2.  Out of the amounts appropriated to Air Quality Monitoring and Evaluation $10,592,050 shall be deposited to the Vehicle Emissions Inspection Program Fund, established pursuant to § 46.2-1182.2, for the payment of expenses associated with air quality monitoring and evaluation, measures to improve air quality in areas of the Commonwealth designated by the U.S. Environmental Protection Agency as nonattainment areas, and for the provision of matching grants to localities and other organizations.  The measures for improving air quality in areas of the Commonwealth designated as nonattainment areas shall include the retrofitting of diesel school buses to reduce vehicle emissions."

(This amendment provides $10.6 million from the general fund in the second year for deposit to the Vehicle Emissions Inspection Program Fund for the payment of expenses associated with air quality monitoring, implementation of measures to improve air quality (including the retrofitting of diesel school buses), and the payment of matching grants to localities or other organizations.)
