"E.  Out of the amounts appropriated for Waste Discharge Permit Management, $1,412,060 in the second year from the general fund is provided for the relief of those publicly-owned wastewater treatment plants that have experienced short-term additional costs as a result of the transition to annual permit fees for wastewater treatment permits.  Annual fees for wastewater treatment permits shall be waived for these publicly-owned treatment facilitities until such time as those permits must be renewed."


Explanation
(This amendment provides $1.4 million from the general fund in the second year for the relief of some localities' publicly-owned wastewater treatment plants. The additional general fund dollars are offset by a reduction in the nongeneral fund fee revenue collected by the Department of Environmental Quality (DEQ). The affected treatment plants had renewed their wastewater treatment permits just prior to DEQ's transition to an annual fee structure for these wastewater treatment permits. Consequently, in a few instances, publicly-owned wastewater treatment plants that had only months before paid a one-time application fee for the renewal of their discharge permits were then required to also pay the annual fee. This is a short-term problem affecting very few publicly-owned wastewater treatment plants. Application fees are no longer required by the agency, and in most instances, the actual fees paid by wastewater treatment plants for their discharge permits have been reduced.)
