"M.  Out of the amounts appropriated for Land Stabilization and Conservation, $20,000 in the second year from the general fund is provided to support the expenses of the Commission on Soil Quality Improvement.  The commission shall examine methods of improving soil quality and determine if these methods will both permit the Commonwealth to address its water quality goals in a cost-effective manner and improve the overall competitiveness of Virginia's agricultural community.  Staff support for the commission shall be provided by the Departments of Conservation and Recreation and Agriculture and Consumer Services."


Explanation
(This amendment provides $20,000 from the general fund in the second year to the Department of Conservation and Recreation to support the expenses of the Commission on Soil Quality Improvement, the creation of which is proposed in HB 2290. This commission is to consist of 21 members, including six legislators, 13 nonlegislative citizen members, and the Secretaries of Natural Resources and Agriculture and Forestry. The purpose of the commission is to assess whether the various methods for improving soil quality will permit the Commonwealth to cost-effectively address water quality issues and to determine if such methods improve the overall competitiveness of Virginia's agriculture and agribusiness community.)
