"M.  Out of the amounts appropriated for Dam Safety Inventory, Inspection, and Certification, $1,030,000 is provided for the repair and rehabilitation of three flood control dams located in Craig County that have been listed as "high safety hazard."

Explanation
(This amendment provides $1.0 million from the general fund in the second year as a local match to repair and rehabilitate three flood control dams located in Craig County that were listed as "high safety hazard" by the Department of Conservation and Recreation's Dam Safety Program. Craig County will be seeking $1.9 million in federal funds for the repair and rehabilitation of these three dams from the U.S. Department of Agriculture's Natural Resources Conservation Service, which administers a program for the rehabilitation of flood control dams originally constructed as part of a federal small watershed flood control program. This federal program, however, requires a logal match of 35 percent. It should be noted that the county's request for funding will be forced to compete against as many as 11,000 dams originally built as part of the small watershed flood control program, and nationwide, the federal government has only allocated $27.5 million for repairs. Currently, there are 150 small watershed flood control dams located in Virginia, and 104 of those dams are owned by soil and water conservation districts.)
