(This amendment provides $240,115 and five positions from the general fund in the second year to support the addition of five magistrate positions within the Thirty-first Judicial District, which services the cities of Manassas and Manassas Park and the county of Prince William. Magistrate staffing for this judicial district has not changed since 1974, and the current number of transactions processed per magistrate in fiscal year 2003 equalled 7,896. In comparably-sized localities, the average transactions per magistrate range between 3,331 and 5,755. Because of this judicial district's staffing levels, some portions of the district are without magistrate services periodically.)
