Explanation
(This amendment provides an additional $18.9 million from the general fund and $18.9 million in matching federal Medicaid funds in the second year to increase reimbursement for community-based Medicaid mental retardation (MR) waiver service providers by 12 percent. The 2004 General Assembly provided a small rate increase in fiscal year 2005 and a three percent increase in MR waiver rates in fiscal year 2006, however, the amount is not adequate to retain qualified providers willing to develop and deliver services for consumers very seriously disabled by mental retardation and related conditions. The ability to place the new Waiver slots on line will be impacted negatively without this increase.)
