"H. The Department of Health shall implement a pilot program in order to evaluate the use of an electronic health records system.  Out of this appropriation, $240,000 the second year shall be provided from the general fund for a pilot project connecting public health providers to Carilion Health System’s electronic medical record system.  The Department shall use these funds to support connecting up to four clinical sites in Health Planning Region 3 to Carilion Health System’s electronic medical records system.  The clinical sites shall be selected from among Community Services Boards, Federally Qualified Health Centers and Local Health Districts.  The Department of Health shall be responsible, in collaboration with Carilion Health System, for designing, implementing, administering and evaluating the pilot program.   The amount allocated to each clinical site by the Department of Health shall be used to pay for infrastructure, software licensing, and connectivity.  The Department of Health shall report to the Governor, the Chairmen of the House Appropriations and Senate Finance Committees, and the State Board of Health on the progress of implementation of the pilot project by October 15, 2005. The evaluation shall include, but not be limited to, an assessment of the impact of an electronic health records system on patient care and health care costs."


Explanation
(This amendment directs the Department of Health to implement a pilot project to evaluate the use of an electronic health records system. Additional general funds are provided in the second year to run the pilot project.)
