Page 158, after line 3, insert:
"16. Full-Day Kindergarten Program Funding
A payment of $2,500 per enrolled kindergarten student shall be allocated to school divisions that increase its total number of students receiving a full day of kindergarten above the enrolled number of students in kindergarten reported during the base year of the current budget.  
a. Localities are required to provide a match for these funds based on the composite index of local ability-to-pay."

(This amendment provides $30 million the second year to localities that increase the number of students enrolled in full day kindergarten program. The funds shall be used for anticipated additional classroom improvements. Localities are required to match funds based on the local composite index.)
