Page 122, after line 30, insert:
"1. From the unspent allocation for State Education Services, as may be determined to be available at year-end, the second year is provided for the reimbursements to school divisions on a per pupil basis for any federally mandated student assessments that are not required by the Standards of Quality, Standards of Learning or the Standards of Accreditation and are not provided for from any federal, state or private funds.  If any such year-end available balances are not sufficient in the State Education Services program budget to completely reimburse localities for the requested amounts then a proration of such available funds will be distributed accordingly."


Explanation
(This amendment provides reimbursement funding in the second year for any federally mandated student assessments that are not required by the SOQ, SOL or SOA and are not provided for from any federal, state or private funds. The reimbursement amounts will be based on two conditions: the actual per student cost of the tests and the amount of available year-end balance in the program account for State Education Services.)
