Page 111, strike lines 14 through 23, and insert:
"A. Revenues deposited into the Special Unemployment Compensation Administration Fund shall be used for the purposes set out in the following order of priority:  1) to support essential services of the Commission, particularly in the event of reductions in federal funding; 2) to finance the cost of capital projects; 3) to fund the discretionary fund established in § 60.2-315, Code of Virginia; and 4) to support employment services provided by the State's Workfore Investment Boards through their One-Stop Centers.  Funding may be transferred from the capital budget to the operating budget consistent with this language."


Explanation
(This amendment directs that Virginia Employment Commission to distribute a portion of funds received from the federal government under the Reed Act to local workforce boards to support employment services through the One Stop System.)
