Page 398, after line 22, insert:
"A. The Secretary of Public Safety shall prepare a report on the transition of the Division of Forensic Science into a new Department of Forensic Science, consistent with Senate Bill 1153 and House Bill 2216, as adopted by the 2005 General Assembly.  The report shall address the administrative requirements for the new agency, including a Memorandum of Understanding for the new department to contract with the Department of Criminal Justice Services for administrative support services for an interim period.  The report shall also include a Memorandum of Understanding to set forth the appropriate roles and responsibilities of the Virginia Institute of Forensic Science and Medicine and the relevant state agencies and institutions with which it cooperates.  Copies of this report shall be provided by May 1, 2005, to the Auditor of Public Accounts and the Chairmen of the Virginia State Crime Commission and the Senate Finance and House Appropriations Committees."

Explanation
(This amendment directs the Secretary of Public Safety to prepare a report on the transition of the Division of Forensic Science into a new Department of Forensic Science. This amendment is contingent upon final passage of Senate Bill 1153 and House Bill 2216 by the 2005 General Assembly.)
