Page 576, after line 34, insert:
"d)  Effective July 1, 2005, new grant awards for non-Virginia graduate students shall be made entirely through the use of nongeneral funds.  An institution may use general fund appropriations only to continue awards for non-resident students who have received an award prior to July 1, 2005 and are in the process of completing their degree requirements.
e)  As part of the six-year financial plans required in the provisions of Senate Bill 1327/House Bill 2866, 2005 Acts of Assembly, each institution of higher education shall report the extent to which tuition and fee revenues are used to support graduate student aid and graduate compensation and how the use of these funds impacts planned increases in student tuition and fees."

Explanation
(This amendment requires that institutions of higher education allocate graduate aid grants supported from the general fund to Virginia students only. The Appropriation Act currently allows institutions to use up to 50 percent of these funds for out-of-state students. This amendment further requires institutions to identify how tuition and fee revenues are used in support of graduate aid as part of the six-year financial plan required under Senate Bill 1327/House Bill 2866.)
