"H.  Out of the amounts for Environmental Technical and Financial Assistance, $4,000,000 the second year from the general fund shall be deposited to the Combined Sewer Overflow Matching Fund pursuant to § 62.1-241.12, Code of Virginia.  From this Fund, the City of Richmond shall receive $2,000,000 in the second year and the City of Lynchburg shall receive $2,000,000 in the second year."


Explanation
(This amendment provides $4.0 million from the general fund in the second year for use in assisting the cities of Lynchburg and Richmond to separate their combined sewer overflow systems. The two cities were required to initiate these projects under consent decrees issued by the U.S. Environmental Protection Agency. The amendment would provide $2.0 million to each city, which may also encourage the federal government to contribute more assistance to the projects.)
