Explanation
(This amendment provides $106,000 from the general fund in the second year to restore funding for citizen water quality monitoring programs. Although state law requires that Virginia's waters be assessed for attainment of state water quality standards annually, only 23 percent of Virginia's rivers and streams were scientifically assessed in 2004. This assessment information is used by the Department of Environmental Quality in developing total maximum daily loads (TMDLs) and in identifying the sources of water pollution. Citizen monitoring is the least costly way to increase water quality monitoring. The amendment also requires that $20,000 be provided to the Tri-County Lake Administrative Commission for water quality monitoring on Smith Mountain Lake.)
