Explanation
(This amendment redirects the general fund amounts allocated in the second year from the Water Quality Improvement Fund (WQIF) to the Department of Environmental Quality (DEQ), as required by House Bill 2777 and Senate Bills 810 and 1235 (2005 Session). The legislation requires that 70 percent of any deposits made to the WQIF from year-end surpluses be used by the Department of Conservation and Recreation (DCR) for controlling nonpoint source pollution, with priority given to the implementation of agricultural best management practices. The introduced budget had allocated 50 percent of the fiscal year 2004 surplus to both DEQ and DCR.)
