"O.  Out of the amounts appropriated for State Park Conservation, Operations, Preservation, and Management, $35,000 in the second year is provided for the installation and maintenance of fencing on False Cape State Park along the border between Virginia and North Carolina.  Such fencing, if necessary to prevent the migration of wild horses from North Carolina into the state park, shall be permitted to extend into the Atlantic Ocean.  If fencing is not necessary to prevent the migration of these wild horses, or if any portion of this appropriation has not been spent for the installation and maintenance of fencing within two years, then that amount shall be available to the agency to spend upon other needs within the state park system."


Explanation
(This amendment provides $2.5 million and 30.00 positions from the general fund in the second year to the Department of Conservation and Recreation's Division of State Parks to address staffing needs, operational support, and equipment needs. In addition, the amendment provides for the use of one position to hire an executive director for the Cove Ridge Center, the state park system's premier environmental education center. This facility, which includes dormitories, meeting spaces, and other amenities, is currently run by volunteers. The amendment also provides funding for the installation and maintenance of fencing in False Cape State Park to prevent the migration of horses into the park from North Carolina. Any unused portion of the funding provided for this fencing will be available for addressing other needs within the state park system.)
