Explanation
(This amendment provides a majority of the proceeds from the Water Quality Improvement Fund (WQIF) in the second year to the Department of Conservation and Recreation (DCR) for the implementation of nonpoint source pollution control practices, especially agricultural best management practices. House Bill 2777 and Senate Bills 810 and 1235 (2005 Session) specify that 70 percent of any deposits made to the WQIF from year-end surpluses be allocated for the control of nonpoint source pollution and that priority be given to the implementation of agricultural best management practices. The bills also direct that no more than 60 percent of any nonpoint source pollution control grants be allocated for use in the Chesapeake Bay watershed. The impact of this legislation is an increase of $6.5 million in the amount of year-end surplus-related WQIF proceeds allocated to DCR.)
