WWW.  Out of this appropriation, $506,214 from the Virginia Health Care Fund and $572,915 from federal matching funds the second year shall be used to increase reimbursement rates paid for pediatric physician services for specific billing codes by five percent effective May 1, 2006.   The Department, in consultation with the Virginia Chapter of the American Academy of Pediatrics, shall identify those procedures most appropriate for the rate increase within the funding available.  The Department of Medical Assistance Services shall promulgate emergency regulations to effect this change within 280 days or less from the enactment date of this act.
XXX.  Out of this appropriation, $416,667 from the Virginia Health Care Fund and $416,667 from federal funds the second year shall be used to increase reimbursement rates for preventive and primary care physician services provided to Medicaid recipients over the age of 21, excluding obstetrical and gynecological services, by five percent effective May 1, 2006. The Department, in consultation with the Virginia Primary Care Association, shall identify those preventive and primary care procedures most appropriate for the rate increase within the funding available.  The Department of Medical Assistance Services shall promulgate emergency regulations to effect this change within 280 days or less from the enactment date of this act."


Explanation
(This amendment appropriates revenues from the Virginia Health Care Fund and matching federal funds for provider rate increases in the Medicaid and Family Access to Medical Insurance Security (FAMIS) programs. Increased revenue to the Virginia Health Care Fund in fiscal year 2006 is expected from the assignment of tobacco escrow funds pursuant to House Bill 2919/Senate Bill 1332. The provider rate increases will be effective May 1, 2006. Rate increases are provided for: (i) emergency room physician services at three percent, bringing the total rate increase to five percent by the end of fiscal year 2006; (ii) personal care and adult day health care at two percent, bringing the total rate increase to seven percent by the end of fiscal year 2006; (iii) pharmacists, resulting in a $4.00 dispensing fee per prescription per month for brand name and generic drugs by the end of fiscal year 2006; (iv) obstetrical and gynecological services, resulting in a 36.5 percent increase by the end of fiscal year 2006; (v) pediatric services, resulting in an increase of five percent; and (vi) preventive and primary care services for adults, resulting in a five percent increase. It is the intent of the General Assembly that this amendment be enrolled in Items 324, 325 and 326 with the proper allocation of funding for expenditures that will be incurred within the Family Access to Medical Insurance Security (FAMIS) program, the Medicaid State Children's Health Insurance Program (SCHIP) and the Medicaid program for those services provided by each program.)
