Explanation
(This amendment provides $5.0 million from the general fund and $5.8 million from federal Medicaid matching funds the second year to increase Medicaid and FAMIS reimbursement rates for children's dental services by 20 percent by the end of the biennium. Medicaid reimbursement rates for dental services will increase by 18 percent on July 1, 2005 and an additional 2 percent on May 1, 2006. The introduced budget included funding to increase dental services by 10 percent; this amendment supplements the increase by 20 percent. All children enrolled in the Family Access to Medical Insurance Security (FAMIS) and the Medicaid State Children's Health Insurance Program (SCHIP) programs are eligible for comprehensive dental care, however, only 25 percent of these children actually see a dentist each year. It is the intent of the General Assembly that this amendment be enrolled in Items 324, 325 and 326 with the proper allocation of funding for expenditures that will be incurred within the FAMIS, Medicaid SCHIP and Medicaid programs for those services provided by each program.)
