Page 293, after line 13, insert:
"The Special Supplemental Nutrition Program for Women, Infants and Children is exempt from the requirements of the Administrative Process Act (§ 2.2-4000 et seq.)."

Explanation
(This technical amendment adds budget language to exempt the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) administered by the Virginia Department of Health from the Virginia Administrative Process Act (APA). The Department was advised by the Office of the Attorney General that this language is necessary to ensure that the agency is in compliance with federal regulations until the Virginia Department of Health is able to complete the APA process.)
