Explanation
(This amendment provides an additional $1.2 million from the general fund in the second year to offset a portion of the increased "base adequacy" costs associated with actual fiscal year 2004 enrollments exceeding projections. The amendment also includes clarifying language with respect to the institution's role in preparing students to meet the Commonwealth's critical workforce needs.)
