Explanation
(This amendment provides the net effect of redirecting to Basic Aid the $22.7 million in unanticipated increased fiscal year 2004 lottery proceeds. This does not affect the net increase of $11.0 million in fiscal year 2005 and $15.4 million in fiscal year 2006 that reflect estimated increases in fiscal year 2005 and fiscal year 2006 lottery proceeds. In addition, the language changes in this amendment also account for necessary technical corrections to the introduced budget.)
