Explanation
(This amendment redistributes the funding provided in the introduced budget for capital project cost overruns to the individual agency or institution where the project resides. The budget as introduced created a central account under the control of the Department of Planning and Budget for all projects except those in the Virginia Community College System and the State Parks. This could have created an unnecessary bureaucracy and potentially slowed these projects further. Companion amendments are found in the Museum of Fine Arts, Department of Corrections, Department of Forestry, Department of Agriculture and Consumer Services, and the public colleges and universities.)
