"Out of the amounts for Financial Assistance for Cultural and Artistic Affairs, $10,000 the second year for Virginia War Museum Foundation to support the improvement of the Young's Mill site."

(This amendment provides $10,000 the second year to support site improvements for a 19th century antebellum grist mill that was owned by William Garrow Young, the wealthiest man in Warwick County at that time. The site was used as a Confederate campground in 1861 and has earthworks dating to that time.)
