Explanation
(This amendment provides $14,000 from the general fund in the second year to support the restoration of the General Charles Fenton Mercer grave site by the Virginia Society of the War of 1812. General Mercer's career included a number of accomplishments, including an instrumental role in the defense of the City of Norfolk during the War of 1812, strong advocacy for the creation of a permanent United States Navy, advocacy on behalf of free public education, and service to the Commonwealth as a member of the House of Delegates (1810-1817) and United States Congress (1817-1839). The society plans to use the general fund dollars provided to erect a cast iron fence around the grave site, restore General Mercer's grave marker, install plantings around the grave site, and install a state highway marker on Route 15.)
