Page 442, after line 45, insert:
"8. The first priority for funding from revenues made available to the Local Congestion Mitigation Incentive Fund shall be for the development and expansion of a commuter parking lot in Prince William County at State Route 234 and Interstate 95 in Dumfries."


Explanation
(This amendment directs VDOT to develop and expand commuter parking on five additional acres of land it owns at State Route 234 and I-95 in Dumfries. Prince William County is home to Virginia's largest commuter lot, located at Horner Road and I-95. The existing lot at Route 234 and I-95 in Dumfries fills up beyond capacity on a daily basis, but where this lot is located, VDOT owns an additional five acres of land, ready and able to be developed into expanded commuter parking.)
