Page 434, strike lines 9 through 18, and insert:
"3.  From funds appropriated in Item 493.10 in the second year, the Commonwealth Transportation Board shall allocate $10,000,000 for a bus rapid transit system in Virginia Beach, $20,000,000 to the Virginia Railway Express for passenger rail car purchases and for equipment and facilities to increase capacity and extend the Manassas line to Gainesville, and $40,000,000 for rail car purchases by the Washington Metropolitan Area Transit Authority.  All recipients of such funds shall provide a 20 percent match to cover projects or programs financed by this fund.
4. The Director of the Department of Rail and Public Transportation is directed to pursue all available revenue sources to facilitate the extension of the Virginia Railway Express to Gainesville and Haymarket, including beginning negotiations with Norfolk Southern on construction of railroad infrastructure and developing an access agreement for use of such infrastructure.  The Director is encouraged to examine the potential need to solicit a public-private transportation act proposal for such project and to consider use of Rail Enhancement Funds to supplement moneys available for the extension."

(This amendment provides $70.0 million for transit capital purchases. This funding is in addition to the funding providing through DRPT's formula allocations from the Transportation Trust Fund.)
