Page 432, after line 28, insert:
"F.1. By December 1, 2005, the Department shall provide to the General Assembly a report which calculates the average wait time and the related average cost per transaction conducted at each of the customer service centers.  The report shall also calculate if there would be a potential reduction in DMV operating costs realized by increasing the current average wait time in increments of 5 minutes not to exceed a total wait time of 45 minutes.
2. If such calculations do not identify a potential reduction in operating costs, the Department shall provide detail explanations of why these calculations do not achieve any cost reductions.  Cost savings should not be netted against any one-time costs such as work force transition expenses.  Such information shall be available for verification to the Auditor of Public Accounts by November 1, 2005.
3. The Department shall submit the results of this report by December 1, 2005, to the Governor and the Secretary of Transportation and to the Chairmen of the House Committees on Transportation and Appropriations and the Chairmen of the Senate Committees on Transportation and Finance."


Explanation
(This amendment directs DMV to evaluate wait times at each of its customer service centers and examine the costs associated with wait times of varying lengths. The language requires the DMV to report its findings to the General Assembly by December 1, 2005.)
