Page 387, after line 9, insert:
"J.  The Department of Corrections shall continue to review pending Public Private Infrastructure Act proposals, or prepare requests for proposal, whichever it finds appropriate, for the construction and/or management of two medium security prisons, one in the Mount Rogers Planning District and one in Charlotte County, and present cost estimates to the Chairmen of the House Appropriations and Senate Finance Committees no later than December 1, 2005.  Such proposals shall be accompanied by a justification for the need for any additional capacity, based upon the October 15, 2005 revised state responsible adult offender population forecast required by Item 403 of this act.  The October 15, 2005, revised state responsible offender forecast shall include the projected impact of any alternative programs proposed for low-risk offenders.”

(This amendment requires the Department of Corrections to continue to evaluate pending Public Private Infrastructure Act proposals for the construction and/or management of two medium security facilities.)
