"Radford University shall ensure that general funds appropriated in this item for graduate financial aid are directed toward in-state Virginia students only.  Graduate financial aid for non-Virginia graduate students shall be derived from nongeneral fund sources other than tuition and fee revenues."

Explanation
(This amendment removes graduate financial aid in the introduced budget and directs general fund appropriated for such aid to be used for Virginia students only. Institutions may use nongeneral fund sources other than tuition and fees to provide financial aid for non-Virginia students.)
