A. The authorization of Virginia Public Building Authority bonds contained in Item C-76.82, Chapter 890, 2011 Acts of Assembly is hereby rescinded following the return of any bond proceeds received by the Department of Game and Inland Fisheries for project 17783.

B. The purposes and any remaining authorization of dedicated special revenue contained in Item C-113.05, Chapter 872, 2010 Acts of Assembly are hereby rescinded.

C. The Director of the Department of Game and Inland Fisheries shall immediately declare as surplus in accordance with state surplus property regulations two parcels of property located at and adjacent to 10267 Telegraph Road, Ashland, Virginia, known as the "Atlee Maintenance Lot" and "OFF RT 623 ADJ HWY PROP", Hanover County PID #7787-34-5666 and PID #7787-34-5925, respectively, totaling approximately 5.67 acres, provided that Hanover County shall be offered the right of first refusal to purchase at fair market value the two parcels for economic development purposes.
