The construction of the Bristol and Salem “smart travel” facilities, and any other facilities ancillary to the use of state highways that are funded in part with federal funds and specifically identified and approved by the Commonwealth Transportation Board in the Six-Year Improvement Program, shall be exempt from § 2.2-1132, Code of Virginia.
