1. The Virginia Community College System, with the approval of the Governor as otherwise provided by law, is hereby authorized to accept, at no cost to the Commonwealth, certain real property, described generally as 6 acres, more or less, situated on Clearfield Avenue in the City of Chesapeake, said conveyance being for the beneficial purpose of the construction of a Regional Automotive Technology/Workforce Development Center for the Chesapeake Campus of Tidewater Community College.

2. Prior to acceptance of said property, assurances satisfactory to the Virginia Community College System and the Governor shall be made indicating that the property is free from hazardous materials and conditions.
