1. The Virginia Community College System, with the approval of the Governor as otherwise provided by law, is hereby authorized to accept, at no cost to the Commonwealth, certain real property, described generally as 24 acres, more or less, contiguous to the campus and situated on Cedar Road in the City of Chesapeake, said conveyance being for the beneficial purpose of expansion of the Chesapeake Campus of Tidewater Community College in response to increasing demand for its services.

2. Prior to acceptance of said property, assurances satisfactory to the Virginia Community College System and the Governor shall be made indicating that the property is free from hazardous materials and conditions.
