A. The appropriation in this Item from the general fund shall be in addition to any appropriation from nongeneral funds, notwithstanding any contrary provision of this act.


B. Nongeneral fund revenues included in this item under Dedicated Special Revenue will be restricted for the uses specified by the donors and shall not be subject to interagency transfers or appropriation reductions.


C. The Comptroller of Virginia shall establish a special revenue account fund detail code for nongeneral funds donated to the Virginia Museum of Find Arts by private donors and volunteers who sponsor fundraising activities to support the museum's general operations, exhibitions, and programs.


D. Out of this appropriation, $158,513 the second year from the general fund is provided to cover the service fee in lieu of taxes levied by the City of Richmond.
