A. The Department of Juvenile Justice shall retain all funds paid for the support of children committed to the department to be used for the security, care and treatment of said children.


B. Any revenues collected from the provision of beds in the Culpeper Juvenile Detention Center in excess of the appropriation for that facility shall be deposited to the general fund.


C. The Department of Juvenile Justice shall provide a report to the 2001 General Assembly Session on the LEADER program. This report shall include an assessment of the impact of the LEADER program in reducing recidivism.


D. The Department of Juvenile Justice may transfer operating appropriations and positions among and between the state juvenile correctional centers in order to manage the state-responsible juvenile offender population in the most effective manner possible. The Department may transfer such funds and positions within this item as may be required to reduce the population at Beaumont Juvenile Correctional Center and open additional housing units at Culpeper Juvenile Correctional Center, as may be deemed in the best interests of managing the overall state-responsible juvenile offender population in the most effective manner possible. The Department shall provide reports on managing the growth of the juvenile correctional center population to the Chairmen of the House Appropriations and Senate Finance Committee by July 7, 2000, and by October 6, 2000.
