Any plan to modernize and integrate the automated systems of the Department of Alcoholic Beverage Control shall be based on developing the integrated system in phases or modules. Before the department proceeds with implementation of any phase or component of the plan, it must be approved by the Secretary of Public Safety, the Secretary of Technology, and the Secretary of Finance. An oversight committee, comprised of representatives from the Department of Technology Planning, the Department of Planning and Budget, the Department of Information Technology, and the office of the Secretary of Public Safety shall be established. This committee shall review and make recommendations, as directed by the Secretary of Public Safety, over aspects of the automation modernization, including the development of any requests for proposals. The Department of Alcoholic Beverage Control shall submit periodic reports, as directed by the Secretary of Public Safety, to this committee regarding its progress in implementing the automation modernization.
