A. Any unexpended balances remaining in the Department on June 30, 2001, directly related to the study authorized by Chapter 8 of the Acts of Assembly of 1999 and obligated by contract shall be reappropriated.
B. Out of the amounts for this Item is $400,000 the first year from the general fund to capitalize a matching fund the Department shall use to solicit nonstate financial support for the Comprehensive Environmental Data System (CEDS) 2000. The state funds shall be matched on at least a dollar-for-dollar basis from nonstate sources. The Department shall report to the Chairmen of the Senate Finance and House Appropriations Committees on the progress of this effort prior to the convening of the 2001 Session.
C. The Department of Environmental Quality shall work with the Virginia Resources Authority and the Department of Business Assistance to establish a low-interest loan program for private facilities or companies to implement water quality improvement projects or other environmental enhancement projects. The Department of Environmental Quality shall work with the U.S. Environmental Protection Agency or other appropriate agencies to direct any federal penalties or Supplemental Environmental Projects imposed on Virginia companies toward this project and seek funds from other available source for this project. These loans should be prioritized for facilities or companies providing services to facilities that demonstrate environmental stewardship by participating in Virginia's Environmental Excellence Program or otherwise go beyond regulatory requirements to reduce their impact on the environment.
