A. Out of this appropriation, $1,032,948 the first year and $1,032,948 the second year from the general fund shall be provided for placement and restoration services for juveniles found to be incompetent to stand trial pursuant to Title 16.1, Chapter 11, Article 18, Code of Virginia.


B. Out of this appropriation shall be provided from the general fund $4,250,000 the first year and $4,250,000 the second year for mental health services for children and adolescents with serious emotional disturbances and related disorders. The Department of Mental Health, Mental Retardation, and Substance Abuse Services shall provide these funds to community services boards through the annual Performance Contract. These funds shall be used exclusively for children and adolescents, not mandated for services under the Comprehensive Services Act for At-Risk Youth, who are identified and assessed through the Family and Assessment Planning Teams and approved by the Community Policy and Management Teams of the localities. The Department shall provide these funds to the community services boards based on an individualized plan of care methodology.


C. The Department of Mental Health, Mental Retardation and Substance Abuse Services shall ensure equal and unrestricted access to medically necessary medications used in the treatment of mental illness, as funded in this item. Any unexpended general fund appropriations for such medications at the end of each fiscal year shall be reappropriated for expenditure in the succeeding year. Any unexpended general fund appropriations at the end of each fiscal year in this item for treatment of children shall be reappropriated for expenditure in the succeeding year.
