1. The Department of Accounts shall establish and operate a payroll service center to support the salaried and wage employees of all agencies identified as candidates for participation in the service center in a study completed by the Department of Planning and Budget. The agencies so identified shall cooperate with the Department of Accounts in transferring such records and functions as may be required. The service center shall provide services to employees to include, but not be limited to, payroll, benefit enrollment and leave accounting. The Department of Accounts shall be responsible for all accounting reconciliations for these services; however, each employing agency shall remain fully responsible for certifying the accuracy of each payroll paid to its employees. This certification shall be in such form as the Comptroller directs.
2. Nothing in this section shall prohibit additional agencies from using the services of the center; however, such additions shall be subject to approval by the affected cabinet secretary and the Secretary of Finance.
